Brazil's 17 million hectares under ILPF systems reignite a fundamental debate: can regenerative agriculture survive at industrial scale?
Can a farming operation be "regenerative" while producing at the scale of a Mato Grosso state? This question, which has been stirring agronomic circles for several years, has found a new battleground: Brazil and its crop-livestock-forest integration system, known by the acronym ILPF. Two camps face off, each with solid arguments — and it is precisely this tension that deserves unflinching examination.
A Figure That Commands Debate: 17 Million Hectares
Brazil's agricultural research institute Embrapa estimates that approximately 17 million hectares are currently managed according to ILPF principles in Brazil — an area comparable to England and Wales combined. These systems combine, in varying proportions, pastureland, annual crops (soy, maize), and trees — sometimes native species, often eucalyptus or dual-purpose forage species.
This figure is regularly cited as proof that regeneration is not reserved for small market gardens in the Global North. For other observers, however, it is also a symptom of a troubling semantic drift: one in which the word "regenerative" ends up covering a wide array of heterogeneous practices, from simple no-till seeding all the way to dense, high-biodiversity agroforestry.
The Case for Proponents: Proof Through Scale
For advocates of the model, ILPF represents a rare and valuable demonstration: that it is possible to integrate productive logic with the reconstitution of ecological cycles at a scale that genuinely affects carbon balances and biodiversity.
The arguments put forward are as follows:
- Effective carbon sequestration: studies conducted in the Cerrado and southern Brazil indicate that integrated systems can store between 1.5 and 3 tonnes of carbon per hectare per year, depending on tree density and soil management practices (Embrapa Agrossilvipastoril, publications from 2017 to 2022).
- Reduced inputs: the pasture-crop rotation mechanically reduces pest pressure and dependence on herbicides — an effect documented in several comparative trials conducted in Mato Grosso do Sul.
- Economic resilience: diversified income streams (meat, grain, timber) cushion market shocks, an argument that resonates particularly in Argentina, where several estancias in the humid pampas are experimenting with similar approaches.
- Restoration of degraded pastures: a significant share of ILPF land was previously degraded pasture that has since been rehabilitated — representing a net gain over the prior state.
This last point is arguably the most compelling: in a country where approximately 100 million hectares of pastureland are estimated to be in a state of moderate to severe degradation according to the Brazilian Coalition on Climate (2021), implementing ILPF on degraded pasture is not a conversion of natural ecosystems — it is productive restoration.
The Case for Sceptics: Scale as a Betrayal of the Concept
Against this optimism, another school of thought — more prevalent among agronomists trained in peasant agroecology or working with field-based NGOs — raises fundamental objections.
The first concerns the very definition of "regenerative." In its original formulation, regenerative agriculture is not reducible to a handful of technical practices: it implies a relationship with living systems, close observation of the soil, and continuous adaptation to the local ecosystem. According to its proponents, these dimensions are structurally incompatible with the logic of standardisation that large-scale operations require.
A producer managing 5,000 hectares under ILPF steers rotations using remote-sensing tools, herd-management algorithms, and mechanised service providers. Such a system may be "less harmful" than intensive monoculture — but is it truly "regenerative" in the sense understood by practitioners at the Rodale Institute in the United States, the Agroforestry Research Trust in England, or the farmers of the MASTA network in Costa Rica?
The second objection is more political. In South America, the agribusiness operators who adopt ILPF are often the same actors who cleared the land, who engage in concentrated land acquisition, and who exert pressure on peasant communities and indigenous territories. To label their practices "regenerative" without questioning the underlying model of accumulation amounts, in the view of some researchers, to turning regeneration into a communications tool rather than a genuine transformation.
What the Debate Reveals About Our Definitions
At its core, the Brazilian controversy is a useful lens through which to examine a tension running through the entire global regenerative movement. To date, there is no internationally recognised standard by which a farm operation can be certified as "regenerative." Attempts exist — Regenerative Organic Certified in the United States, the Label Bas Carbone in France, various private frameworks promoted by agri-food companies — but they diverge on essential criteria: should outcomes be measured (soil organic matter, biodiversity) or practices (permanent soil cover, no-till)?
This absence of a common framework creates a void that very different actors can fill. A Sahelian peasant cooperative restoring its soils with half-moon earthworks and Farmer-Managed Natural Regeneration (FMNR) agroforestry, and a publicly listed Brazilian agribusiness group integrating tree strips into its properties, can both lay claim to the same concept while having little in common.
This does not mean that one is illegitimate and the other is not. It means that the word alone is insufficient — and that soil data, biodiversity indicators, and land-tenure governance must accompany any such claim.
What Should Concretely Be Required
For the debate to move beyond posturing, several conditions appear necessary:
- Independent measurement protocols: Embrapa produces rigorous data, but it is insufficiently subjected to external audits on large-scale operations.
- A clear distinction between ILPF on degraded pasture and ILPF on native vegetation or savanna: the ecological outcomes are radically different.
- The integration of social criteria: a system can be ecologically sound and socially predatory — both dimensions must be assessed together.
- Public funding for long-term comparisons between large-scale ILPF systems and peasant-scale agroecological systems, using shared indicators.
Argentina, which has a strong tradition of independent agronomic research (INTA) and a diversity of models across the pampas and the Chaco, could play a leading role in this comparative effort.
Conclusion: Regenerate What, and for Whom?
Brazil is not demonstrating that regenerative agriculture is scalable. It is demonstrating that one version of regenerative agriculture can be — and that this version deserves serious examination, neither automatic rejection nor enthusiastic adoption. The real issue is not whether 17 million hectares validate or invalidate a concept. It is asking ourselves what we want to regenerate: only soil carbon, or also ecosystems, rural communities, and land-tenure balances? The answer to that question will determine whether ILPF represents a transition toward something profoundly different — or simply the next stage of agribusiness learning to speak the language of the times.
